A criminal complaint for frustrated murder was filed against Lim who is temporarily detained at the Dagupan City Police Station.
Navarro was having a conversation with a tricycle driver around 1 a.m. Tuesday when Lim allegedly appeared and shot the victim, hitting him in the back.
