GMA to ok permit for 100 RPA-ABB guerillas to carry guns

President Gloria Arroyo is set to approve the special permit to carry firearms of the 100 Revolutionary Proletarian Army-Alex Boncayao Brigade members nationwide, said Carapali Lualhati, RPA-ABB national commander.

Lualhati added that the Joint Enforcement Monitoring Committee and the Philippine National Police conformed to the proposal.

Lualhati also said that the full implementation of the agreement will commence next month after the JEMC signs the specific guidelines on the cessation of hostilities and the issuance of a special permit to carry firearms to the 100 RPA-ABBs nationwide.

Twenty barangays nationwide will receive livelihood projects, 80 percent of them is from the Region VI, particularly Negros Occidental.

He noted that the said projects will come from the P500 million development project fund of the RPA-ABB given by the national government.

About P10 million will be conveyed to the 235 political prisoners nationwide. Each will be given P10,000, while the remaining P7.65 million will go to the political prisoner’s micro-livelihood program.

He said that the release of the political detainees is now in process.

The amount may be released through a combination of direct funding or in the form of services and projects implemented by the national and the local government agencies, non-government units and the private sector.

Lualhati also said that the signing will possibly be on the first week of March to formally implement the guidelines.

He believes that the government and their group will have a good working relationship after the signing.

Local monitoring committees will be organized from the provincial to municipal levels to ensure the observance of the peace agreement./CCD
