“Ang Dalangpan” is managed by the Negros Occidental Drug Rehabilitation Foundation (NODRF) Inc., a non-stock, non-profit non-government organization duly registered before the Securities and Exchange Commission on Jan. 8, 2003.
Vice Mayor Severo Palanca of Victorias is the founding president.
Palanca’s initiative has resulted in the construction of the center’s facilities with the help of the Provincial Government under Gov. Joseph Marañon.
The officers and members of the Board of Trustees are Rep. Carlos Cojuangco of the 4th District, Rep. Jose Carlos Lacson of the 3rd District, Rep. Alfredo Marañon Jr. of the 2nd District, Bacolod Rep. Monico Puentevella, Governor Marañon, Vice Gov. Isidro Zayco, former Gov. Daniel Lacson, Provincial Board Member Corazon Diploma, San Enrique Mayor Jilson Tubillara, Vice Mayor Palanca, and Fr. Edgar Saguinsin.
The center’s operation is being ran by a team composed of Dr. Ernesto Palanca as executive director; Esther Solinap, deputy director; Juvy Pepello, administrator; and other professionals in different disciplines and lines of endeavors.
The center’s staff is composed of nurses, paramedics, counselors, a psychologist, a sociologist, and a behavioral scientist.
They will render effective care and rehabilitation to those who want to undergo treatment at the “Ang Dalangpan.”
The NODRF Inc. has established a properly equipped drug-testing laboratory to support the treatment program.
This is available to all Negrenses and other provinces.
NODRC is the contribution of concerned Negrosanons in the war against drug abuse that has reached an alarming level as one of the four global problems today, the others being war, poverty, and diseases.
The drug menace has resulted in many shattered dreams of decent persons that have transformed from assets to liabilities of the society.
