Capitol’s proposed intelligence fund sliced By Avelyn Z. Agudon
THE Provincial Government’s controversial intelligence fund has been reduced from P1.2 million to P200,000 in the proposed 2004 Annual Budget of Negros Occidental.
The proposed budget, totalling P918.37 million and which Gov. Joseph Marañon submitted last week to the Provincial Board (PB), will be tackled during the first reading early next month.
Even if the intelligence fund decreased, the budget for Task Force Ilahas and environmental management increased from P100,000 to P500,000.
On top of TFI’s budget, the province also appropriated P3.4 million for environmental programs.
The province also appropriated P500,000 for tourism programs; P550,000 for public affairs programs; P250,000 for clean and green programs; P300,000 to support the Provincial Council for Women; P60,000 for the Negros Occidental Cooperative Development Council; and P900,000 for support to bids and awards committee.
Marañon earlier said next year’s budget is 9.13 percent higher than this year’s.
The budget will be taken from the local income of P64.40 million and Internal Revenue Allotment of P855.97 million.
Based on the submitted budget, the Provincial Government expects that local income will increase by 7.84 percent or P4.5 million higher compared to this year while the IRA is expected to increase by 9.42 percent or P73.7 million.
Records show that of the P918.37 million 2004 Annual Budget of Negros Occidental, 40.15 percent or P366.74 million will be appropriated to offices; P316.50 million or 34.46 percent to non-office; and P233.12 million or 25.39 percent for Economic Enterprise and Development Department.
