DENR sets deadline in sanitary landfill shift

THE Departent of Environment and Natural Resources gave the Bacolod City Government only until Jan. 6, 2005 to shift from open dumping to controlled dumping or sanitary landfill.

Environment Secretary Elisea Guzon, in her letter to Mayor Luzviminda Valdez, urged the city to take necessary steps to upgrade its disposal practice as soon as possible.

Guzon’s order is in line with the implementation of the provisions of Republic Act 9003 or the Solid Waste Management Code, for the proper management of waste to protect the environment and people’s health.

Valdez, however, said the city already complied with the order in shifting from open dumpsite to a close dumpsite.

She disclosed that the city’s only viable dumpsite for a sanitary landfill is its dumpsite in Barangay Cabug, owned by the Moya-Guanzon Corporation.

Valdez said until today the city has not yet received any response from their query as to who is the official negotiator of the property.

The mayor further said the city is requesting the corporation to give them (city) a special power of attorney for the negotiations in the Moya property as one of the city’s dumpsites.

The city also has dumpsites in Barangay Singcang-Airport and Barangay Mandalagan.

Valdez also disclosed there is another one-hectare property near the city’s dumpsite in Mandalagan being offered to the city for dumping purposes.

She added the owner of the property wanted the hollow portion filled for a period of two years only.

“What we are doing now in our dumpsites is to manage it as controlled dumpsites,” said Valdez.
