City's IRA hiked by P20M, reaches P366M

THE City Government enjoys an increase of P20 million in its Internal Revenue Allotment for next year, disclosed Mayor Luzviminda Valdez, citing a budget memorandum from the Department of Budget and Management (DBM).

The city's IRA share for 2004 is about P367 million, bigger compared to this year's P340 million.

DBM regional director Nilo Buot, in a letter to Valdez, said DBM's Local Budget Memorandum No. 2003-42 dated July 15 provides that the P367 million budget is allocated through the census as of Current Year 2000 with a population of 429,076; guaranteed share equivalent to the actual cost of devolved national functions/city funded hospitals as of December 1992, P2,018,332; share based on land area, P39,361,625.71; and equal sharing, P67,262,898.65.

On the other hand, Valdez said DBM warned Local Government Units against individuals enticing local chief executives and contractors to pay an amount as downpayment or advance commission on the basis of requests for fund release or copies of notice of cash allocations (NCA) relating to projects of the Department of Agriculture (DA).

Emilia Boncodin, DBM director, in her letter to Valdez, said certain individuals would claim they are close to DBM officials and make unofficial transactions.

Boncodin advised LGUs that agency requests do not guarantee the release of funds.

She added that DBM strictly adheres to budgeting systems and procedures that do not require the intervention of "fixers."

Boncodin also urged the LGUs to be vigilant against illegal operations and scam.
She also sought the assistance of LGUs in disseminating the information to potential victims of unscrupulous individuals especially contractors in local government.
