DOE okays use of reg'l shares of funds in EPIRA By Christine Mae A. Pelayo
THE Department of Energy (DOE) approved the recommendation of the Regional Development Council for its involvement in the utilization of regional shares of funds under Republic Act 9136 or the Electric Power Industry Reform Act.
This came as an offshoot of a conference between RDC chairpersons last Nov. 14 aad representatives from DOE, National Power Corporation (NPC) and Energy Regulatory Board (ERB) in Malacaņang.
Mayor Luzviminda Valdez, RDC Western Visayas chairman, said that for every kilowatt-hour, the host barangay, where the power generating plant is established, will get a one centavo share of the national wealth.
She said that 10 percent of the share will go to the region hosting a power generating plant.
Valdez said Region VI will probably benefit P12 million from the shares.
The DOE, on the other hand, disclosed several administrative issues are being encountered by RDCs, hampering the full utilization of their share of benefits under the EPIRA.
The issues include the delayed approval/signing of MOA (between RDC, GENCO/DOE and LGU) due to absence of DOE regional office and difficulties in coordinating with DOE and lack of feedback from DOE after project endorsement and lack of response on request for fund status; delayed evaluation and approval by DOE of projects endorsed by RDCs and absence of operational funds for the evaluation of projects to be endorsed to DOE.
In response to the concerns of RDC, DOE proposed actions and recommendations such as: RDCs should comply with the submission of their respective annual work program/project proposal on or before March 15; RDCs and Community Relations Officers to coordinate to ensure the completeness of the proposals prior to submission and endorsement to DOE; and RDCs to provide DOE with a detailed list of contact persons and internal rules and schemes.
