City sets meeting with Ceneco, Transco, Genco on brownouts

THE frequent brownouts in Negros Occidental including Bacolod City, has prompted the City Government to discuss the matter with Central Negros Electric Cooperative (Ceneco) general manager Benedicto Peralta.

Mayor Luzviminda Valdez said they will also invite officials of the provincial government in a joint discussion with the National Power Corporation (NPC), Transmission Corporation (Transco) and Generation Corporation (Genco) regarding the power shortage and frequent brownouts in the province.

Valdez, chairman of the Regional Development Council-Region VI, disclosed that a power barge from Luzon will soon be transferred in the Panay grid to augment the power supply in the region.

Earlier, RDC said it is looking into the possibility of the transfer of Independent Power Producers (IPPs) from the Luzon grid to the Panay grid to augment the supply of power in Panay and Negros islands.

Valdez, however, said there is no assurance that the power costs will not increase following the use of IPPs.

Peralta earlier said the utilization of IPPs might cause an increase in power rates due to the Purchased Power Adjustment (PPA).

But Valdez said Ceneco will be faced by competition if IPPs will operate in the Panay grid.

Authorities earlier warned of a "Black Christmas" in Negros Occidental and Panay islands next month due to power shortage.

Because of that fear, RDC requested the Department of Energy to immediately transfer the 55-megawatt power barge from Cebu to Panay.

They also requested the DOE to direct the two IPPs in Cebu to increase their power production to fill up possible power deficiency in the Panay grid.
