CNA bonus only to BCGEU members By Christine Mae A. Pelayo
THE Bacolod City Government Employees Union (BCGEU) will determine who among the City Hall employees will be granted the Collective Negotiation Agreement bonus.
Ardis Jaculina, BCGEU president, said only BCGEU members can avail the bonus, the amount of which is yet to be determined.
"If you are not a member of the union, you may avail (yourself) of its benefits being negotiated provided you pay the agency certain fee or facilitation fee," said Jaculina.
She added that the amount is equal to the union dues paid by regular members.
Jaculina, however, said the Supreme Court declared "unauthorized" the release of the signing bonus to the employees.
She explained that when the High Tribunal stopped the authority of giving out signing bonus for employees, the BCGEU, the sole bargaining unit of Bacolod, requested the city mayor to grant CNA incentives as provided for under the Public Sector Labor Management Council Resolution No. 4, series of 2002.
The PSLMC resolution states that granting of CNA incentives will be sourced out from the City's savings.
"After the compulsory requirement of the city, 50 percent will go for the incentives of the employees and 30 percent will go for the enhancement of working terms and conditions," said Jaculina.
She added: "When the union requested for the CNA incentives, Mayor Luzviminda Valdez came out with a memorandum for a savings measure."
She added that the result of the savings measure will be determined by the Budget Office, Treasurer's Office and the Accounting Office by the end of November.
Jaculina also said all departments are required to adopt savings measures.
Mayor Luzviminda Valdez, on the other hand, said plantilla casuals are not included in the CNA benefits.
Moreover, Valdez disclosed that aside from the release of the P5,000 cash gifts, City Hall employees will also receive P5,000 GMA bonus as approved by President Arroyo. Valdez added that barangay officials will also receive GMA bonus.
