Man shot dead by irate neighbor
By Roberto L. Bacasong

BARELY 15 minutes before Noche Buena, a 50-year-old man was shot dead outside his residence allegedly by his neighbor in Purok Halandumon I, Barangay Banago, Bacolod City.

Case investigator PO3 Cesar Nepucpan identified the victim as Felix Borja who died on the way to Corazon Locsin Montelibano Memorial Regional Hospital due to a gunshot wound in the chest.

Police said the suspect, James Quimsing, shot Borja using an improvised shotgun locally known as "sulpak", because of long standing grudges between their sons. The suspect was still at large as of press time.

Investigators found the suspect's house abandoned, bolstering their theory that the suspect escaped with his family.

Responding investigator SPO2 Larry Benitez of Police Station 3 recovered the firearm allegedly used by Quimsing.

Nepucpan said homicide charges will be filed against the suspect once the affidavits of witnesses and the victim's family members have been completed.

Borja's wife, Violeta, 49, said she was shocked when she learned of the shooting. She said that before the shooting, Quimsing was drunk.

She also said she believed the suspect took drugs prior to the shooting. Residents told the police that Quimsing was once imprisoned for drug use.

They added that even his mother left Quimsing's house to avoid confrontation with him. Reports indicated that the suspect also usually creates trouble every time he is drunk.

Senior Supt. Mario Avenido, city police director, ordered investigators of Police Station 3 to conduct an in-depth investigation on the killing.

The victim's wife appealed to Quimsing to come out in the open and face the charges against him.

She also tagged the suspect's escape as a "cowardly act".

The wife further urged the police to arrest the suspect as soon as possible.

She added that her family would not rest until justice is served.
