City defends creation of labor body
* Sancho says Leonardia failed to give substance to the resolution that considers the sentiments of workers on the compliance of the wages orders issued by the Regional Tripartite Wages and Productivity Board in Region VI
THE Labor Task Force amended Executive Order No. 47, creating a Labor Task Force to monitor the implementation of minimum wages, Social Security System (SSS) and other labor related benefits in various establishments in Bacolod.
Executive assistant Winnie Sancho, cluster head on markets and a member of the task force, explained that the order was a product of Resolution No. 394, series of 1996, passed during the time of former mayor Evelio Leonardia.
Sancho said Leonardia failed to give substance to the resolution that considers the sentiments of workers, particularly organized labor in Bacolod City, on the compliance of the wages orders issued by the Regional Tripartite Wages and Productivity Board in Region VI.
Sancho also said Councilor Archie Baribar, who questioned Mayor Luzviminda Valdez's implementation of the minimum wage law, was even one of the proponents of the resolution.
Earlier, Baribar scored Rafael Apayart, Department of Interior and Local Government (DILG) city director, for clearing Valdez of possible usurpation or attempts to usurp the authority of the Department of Labor and Employment (Dole) in the implementation of the minimum wage law.
Baribar pointed out that the national agency that is supposed to implement the law is just a member of the task force.
He added that the council did not agree with Apayart's statement.
But Sancho said the issue was resolved Thursday with Dole, the leading agency in the implementation of the EO under the supervision of the City Mayor's Office.
The other members of the task force include Aniceto Secondes, Federation of Rural Workers; Edwin Tribaco, West Negros College, faculty/employee Labor Union Association; Mary Agnes Capicon, Dole; Allan Guzon, Nathaniel Jamandron, Jovito Berdin, Randy Ronquillo and Roy Cordova, from other labor unions.
