Budget for casuals 5% of personnel share

MAYOR Luzviminda Valdez said reports on the 62 percent personnel budget are misleading the Bacolodnons.

"It is not the right appropriation," countered Valdez.

She cited the summary report of the City Budget Office, which was submitted to the Department of Budget and Management (DBM).

This year's total budget amounted to P618 million, while the total budget for the Personnel Services (PS) is P356.8 million which is equivalent to 57.73 percent.

Valdez admitted though that the 57.73 percent is over the 45 percent ceiling required by DBM.

However, only 5.53 percent comprise the budget of casuals out of the 57.7 percent in the Personnel Services.

The PS is composed of salaries of regular employees including their benefits and privileges.

Also, it includes the allowances extended by the city to national agencies such as the Philippine National Police (PNP), judges at the Municipal Trial Court in Cities, Bureau of Fire, Maritime Group and the Regional Mobile Group.

The 5.53 percent amounted to only P19 million total component for the wages of casuals.

"They should not mislead the people by presenting that 62 percent of the city government personnel are all casuals, which is not right," said Valdez.

She added that it has not even reached the reasonable 10 percent required for casuals.
