Police detachments ordered in 2 Talisay villages

POLICE detachments have been ordered installed in Barangays Matab-ang and Concepcion in Talisay City after six members of the Civilian Volunteer Organization were disarmed last Tuesday.

Lawyer Marsha Cordero, provincial election supervisor, had asked Supt. Mark Edison Belarma, acting provincial police director, for the detachments.

This came even as reports were rife that Chief Insp. Leo Erwin Agpangan, acting police chief of Talisay City, was relieved from the post Thursday but was recalled to the post late afternoon that day.

Police, however, declined to comment as to Agpangan's reported relief.

Cordero said the two barangays were tagged as places of conflict even during the voters' registration.

She also asked Belarma to conduct investigation on the CVOs' alleged possession of firearms, which was reportedly issued three days before the relief of Chief Insp. Jerry Bartolome, former police chief of Talisay City.

Cordero said the high-powered firearms should have been turned over to Agpangan or Belarma.

Cordero said she found out that the firearms were not confiscated from the CVOs but from the Rescue Center.

"You cannot store high-powered firearms inside a building without a regular policeman manning it," Cordero said.

Cordero further asked Belarma to take custody of the firearms so these could no longer be used by other people.

The CVOs were identified as Alex Pinipuna, Ricky Bansuelo, Noel Blazo, Rolando Olida, Napoleon Jimenez and Alfonso Esponilla.

Police investigation showed that the suspects were not included in the list of the CVO roster of the Talisay police.

The suspects were said to be roaming around Barangay Matab-ang area, allegedly harassing and intimidating civilians.

Cops disarmed

Meanwhile, in Canlaon City, four policemen were disarmed Tuesday by members of the New People's Army, according to Lt. Col. Abraham Bagasin, commander of the 11th Infantry Battalion.

Reports said that at least 15 unidentified fully-armed men waylaid and hogtied the four policemen who were manning a toll gate checkpoint in the area of Barangay Masulog.

The suspects carted away three M-16 and one M-14 armalite rifles and two cellular phones from the victims. The victims were left unharmed.

Bagasin, however, said that the incident was not politically motivated. "There is always a threat from the NPAs in Negros island," Bagasin said.

The policemen were identified as Senior POlice Officer 1 Alexander Fajardo; SPO1 Rodolfo Arnaiz; Police Officer 2 Ronnie Delubio; and PO1 Leonardo Luague.

Reports said that no firefight ensued between the police and the suspects. Senior Supt. Marciano del Mar, Negros Oriental police provincial director, ordered the other day the immediate relief of the victims.

He also ordered the relief of Chief Insp. Eduardo Saavedra, Canlaon police chief, for command responsibility.
