Congressman blames Senate for log ban delay
THIRD District Rep. Jose Carlos Lacson blamed the Senate for its failure to deliberate on the total log ban bill resulting to the continued forest denudation within the Northern Negros Forest Reserve.
He said the massive cutting of trees is "alarming."
The lawmaker said the total log ban measure was passed during the 12th Congress yet but forest denudation is still rampant in the cities of Silay, Victorias and Talisay, and the municipalities of E.B. Magalona and Murcia, all of which are within the forest reserve.
"I don't know the reason behind (the failure to deliberate on the total log ban bill)," said Lacson, adding that he will file again his bill and hopes that the Senate will look into it.
Lacson earlier sought the banning of logging activities in five localities in Negros Occidental.
The bill though exempts the cutting of trees to develop forest areas provided that cutting shall comply with the requirements of the Environmental Impact Assessment under Presidential Decree 1588 and all pertinent environment and forestry laws, rules and regulations.
Former Sen. Robert Jaworski, then chairman of the Senate committee on environment, led the conduct of a public hearing early last year on the total log ban but failed to deliberate on it before the body pushed for a higher penalty against the massive cutting of naturally-grown trees.
He is seeking death as punishment for illegal loggers.
