Editorial: Water woes
THE Baciwa water expansion project is facing a major snag as residents of Brgy. Felisa appear steadfast in their opposition to the operation of its five water pumping stations. And even before it could address the antagonism, here comes City Hall all suspicious of the water firm's implementation of its Phase 3 water expansion project, a part of the P537 million loan package secured from the Local Water Utilities Administration. The project has been hounded by controversies since the loan package was proposed.
Doomed from the very start, so to speak. But Baciwa managed to wiggle its way to the loan package approval as well as the project implementation even amid widespread calls for the loan to be nixed.
City Hall is calling for transparency over Baciwa's budget and project implementation, questioning the foreign consultancy provisions in its implementation.
But no amount of chewing out can stop the project at this time. Critics have done that in the past to no avail. More so now that the implementation is on its third phase and is up for completion by yearend. Even so, Baciwa needs to address the complaints - both from the Felisanons who worry for their livelihood and from City Hall who wants a transparent implementation of the project.
Baciwa cannot bulldoze its way on the project without having to appease the natural apprehensions aired by those not privy to the loan. After all, it would be the water consumers who are bound to pay for the multi-million peso obligation.
