Church tags measures on population control as 'propaganda'

THE Diocese of Bacolod tagged the Department of Health's proposed legislative measures on population and its Ligtas Buntis Program as another propaganda of vested political-economic interest.

Bishop Vicente Navarra said the legislative measures on population control, reproductive health, sexual right for young people and the mandatory child education are attempts to regulate the size of the family by advocating methods and techniques to prevent pregnancy in the guise of responsible parenthood and population management.

The prelate said the health department's workers, campaigning for the Ligtas Buntis, encourage people to use contraceptives and accept sterilization services.

"These measures are highly immoral because they defeat the purpose of marriage as planned by God, which is both unitive and procreative," Navarra said.

He said the population issue is not the regulation of conception and birth of children.

Navarra said the issue is not the overpopulation that is being blamed for poverty, but bad governance and policies that political leaders resort to.

He further said the common understanding that the uncontrolled population growth will result to scarcity of resources and consequently to the widespread hunger and starvation, is unfounded.

From this false concept, he said, the idea promoting contraceptives and the "two-child policy" came up, claiming that human development and economic growth will positively speed up.

Navarra said the church does not believe in what government said as the "practical, easy and effective" measures that are the immediate solutions to the dismal situation of the people.

In truth, said Bishop Navarra, poverty is basically the result of the inequitable distribution and abusive use of the nation's wealth due to the severe corruption caused by a sinful culture designed by the insatiable greed of the people, especially those in the political realm.

The Diocese of Bacolod will have a symposium on the danger and immoral implications of the legislative proposal and the "Ligtas Buntis" of the government on Friday at the Diocesan Cultural Center, Sacred Heart Seminary. (AZA)
