College chief explains signing authority

CONTROVERSIAL Bacolod City College (BCC) administrator Dr. Mario Tajanlangit said Monday that he is not signing documents under the state-run-college.

"It's not true that I refuse to sign vouchers and other documents of transactions pertaining the BCC," said Tajanlangit through Secretary to Mayor Evelio Leonardia, Dr. Roger Balo.

Since February 17, Balo said Tajanlangit has been signing all documents at BCC.

Tajanlangit's appointment was made legal, according to Balo, when the City Council failed to act on the re-endorsement of Leonardia of his (Tajanlangit) appointment in the city council's February 3 regular session.

The city's Human Resource Office recognized that Tajanlangit's appointment became legal and effective because of the council's failure to act on the mayor's re-endorsement.

Vice Mayor Renecito Novero, however, insisted that absent the concurrence of the Sanggunian on Tajanlangit's appointment, the same remains "null and void."

Novero said the mayor should know the repercussion of this issue.

Tajanlangit's appointment is still subject to an audit of the Civil Service Commission-Negros Field Office.

Majority of the councilors belonging to the opposition bloc are still questioning the legality of Tajanlangit's appointment. (EASD)
