Admin raps filed v. ex-mayor

EITHER on Monday or Tuesday, the City Legal Office will file administrative charges against former Mayor Luzviminda Valdez in connection to the alleged tampered receipts.

Lawyer Allan Zamora, CLO head, said they would lodge the charges to the office of the Ombudsman Visayas, citing Valdez' violation of the Anti-Graft and Corrupt Practices Act and for falsification of public documents.

Zamora said Valdez caused the tampering of receipts worth P59,000. He said to be also included in the charges is Ricardo Dahil-dahil, officer-in-charge of the Management and Audit Services Office.

But Valdez said she is unfazed by Zamora's plan to charge her: "I am studying the photocopies of the records (receipts) he (Zamora) alleged I tampered. I looked and compared the receipts carefully."

Asked if she has any plans to file counter charges, Valdez said she had yet to see the original receipts.

She had maintained that all these accusations are meant to harass her politically and to damage her reputation.

Zamora said, however, that the money that Valdez over-claimed in the reimbursements is taxpayers' money.

He said he just doing his job as city legal officer. Zamora claimed that Valdez over-claimed P59,400 out of only P310 total of two receipts purchased at the Golden Palace Trading Incorporated a general hardware and glass store in Luzuriaga Street, Bacolod City last June 29, 2004.

The Purchase Request was signed by Valdez, her secretary Brendo Elegio; City Treasurer Florentino Guanco; and city General Services Office head Gerome Solinap.

The request was for the use of overhauling of maroon Adventure vehicle and two Multi-cab vehicles that the Valdez administration used.

"This is not an isolated case," said Zamora of the charges against Valdez.

The breakdown of items on the alleged tampered receipts: four pieces tire 650x13 with P2,600 each, P10,400; four pieces con rod brg. at P1,560; four pieces main brg. at P1,350 each for P5,400; four piston rings P1,890 each: P7,560; four pieces Overhauling gasket P2,100 each - P8,400; twp sets of shock absorber, P2,890 - P5,780; four pieces timing belt F5-A, P1,750 each - P7,000; four pieces tension brg., P1,100 each - P4,400; five pieces center post bush, P740 each - P3,700; and 10 pieces intake valve, P220 each - P2,200, that all totaled to P59,400.
