"SO RIDICULOUS!"
This was the reaction of relieved City Accountant head Pioquito Quiñones on the recent statement of City Legal Officer Allan Zamora that he (Quiñones) could be held liable for the missing P1 million market trust fund.
"My role as city accountant is only to certify the availability of funds. The disbursement of fund for any purpose is beyond my limit," explained Quiñones.
He said the P1 million-market trust fund was spent for the salaries and wages of Job Order casual employees hired by the administration of Mayor Evelio Leonardia.
Supposedly, said Quiñones, the city can avail itself only of a 10 percent share from the total trust fund that will include the labor component.
But what happened was that the whole P1 million went solely to the casuals' salaries and wages, said Quiñones.
"So, how could they blame me?" Quiñones tagged as "stupid" Zamora's statement pointing to him as the culprit of the missing amount.
He further said that an accountant is functioning only for the summary of figures and certification of availability of funds and not for cash disbursement or discretionary duty of hiring employees.
Quiñones told Zamora to refine his statements regarding the missing market trust fund.
