Environmental code under way By Joseph Alvin A. Treyes
THE Provincial Board committee on environment under Board Members Reynaldo Depasucat and Mae Javellana Thursday led the fourth public hearing on the enactment of the Environment Code of Negros Occidental.
The 55-page document aims at ensuring the protection, conservation and management of the environment and natural resources in the province.
These include marine, land and mineral resources as well as protection of the surroundings from harmful pollutants.
Representatives from different government and private sectors Thursday provided Depasucat and Javellana further suggestions on it.
One was the deputization of more than 4,000 civilian volunteer officers as community-based environment enforcers to safeguard more than 200 hectares of forested public lands.
Upon their appointment, the Department of Environment and Natural Resources will then conduct training on basic skills on monitoring forestlands.
This is to augment forest rangers in the province stationed in the Northern Negros Forest Reserve and the Mount Kanla-on National Park.
Another suggestion was the strengthening of the biodiversity flagship program as well as codifying its specific conservation measures in the grassroots to prevent wanton poaching of endangered flora and fauna.
Depasucat said it is up to the local government unit in aid of legislation to check whether there has been massive hunting and harvesting of endangered species in their vicinity.
Another was the protection of stalactites and stalagmites in caves, as the committee on environment will be studying further these suggestions to be brought up with other members of the provincial council next week.
Month of the Sea
The Community for Environment and Natural Resources Office will spearheaded the observance of the "Month of the Ocean in the Philippines."
This is in pursuant to the Presidential Proclamation Number 57 in the quest for the awareness on sustainable management of coastal areas and the ocean.
The theme for this year is "Ensuring the Sustainable Use and Management of the Philippines Coastal Zone."
