Councilor pleads not guilty for estafa

KABANKLAN City Councilor Ted Romulo del Rio pleaded not guilty for the crime of estafa Friday last week.

The charges against del Rio were filed by the Kabankalan City Cultural and Tourism Foundation.

This came after Del Rio allegedly failed to liquidate the amount intended on the 1st Kabankalan City 4x4 Off-Road Riding Challenge last August 2003.

In a complaint sheet, a copy of which was furnished to Sun.Star Bacolod said that del Rio, being chairman of the committee to supervise the Off-Road Challenge, have received funds from the foundation and from private solicitations, while in the discharge of his position and committing the offense in relation thereto, with deceit, with intent to gain and to defraud did then and there willfully, unlawfully, and feloniously misrepresent and falsely submit in his liquidation of expenses, knowing the same to be falsified.

Cited as evidence was a cash slip from Enting's Special dated August 1, 2003 with receipt number 6019.

Based on this alleged "dubious" receipt, lunch meal was served to 100 persons at P150 each person or the total sum of P15,000 when in truth no such lunch meal was served, thereby, fraudulently increasing the expenses, and which amount in misappropriates, to the damage and prejudice of the foundation in the said amount.

Witnesses on the case against del Rio include Dr. Enigardo Legislador of Southern Negros Doctor's Hospital, Johndy Vidal of Block 8, E.R Zayco Subdivision, Mercedes Bañes of FZO Subdivision, and Elsa Cornell of Barangay Binicuil, all of Kabankalan City.

An amount of P16,000 was also recommended for Del Rio's temporary liberty.
