Provincial Police office ranks No. 9 in W. Visayas

THE consistent number one Negros Occidental Police Provincial Office (Noppo) in Western Visayas slid its rating to only number three among the six police provincial offices in the entire region for the overall performance in the second quarter of this year.

Worse, Noppo was ranked number nine in terms of police operations among all the provincial police and city police offices in the region, PRO-6 report added.

Result from Police Regional Office 6 in Camp Martin Delgado in Iloilo City revealed that Guimaras Police Provincial Office (GPPO) ranked number one, followed by Aklan Police Provincial Office (Appo), Noppo in number three slot, Iloilo Police Provincial Office (Ippo) as number four and Capiz Police Provincial Office (CPPO) and Antique Police Provincial Office (APPO) in the number five and six slots, respectively.

Noppo was on top among the six police provincial offices in the region during the first quarter.

First quarter former Noppo acting director Supt. Mark Edison Belarma and now concurrent director Senior Supt. Charles Calima Jr shared the rating.

Belarma left Noppo on February 4 and was replaced by Calima.

Calima was the top choice of Governor Joseph Marañon among the three recommendees submitted to his office prior to Belarma's exit.

On the other hand, judging was based on the regular performance evaluation conducted by the Operation Branch of PRO-6 every quarter.

Components for judging include police community relations, intelligence, operations, logistics and resources management, finance and plans.

PRO-6 noted Noppo's failure to address the occurrence of various killings and robbery cases in the regions.

These include the unsolved slay cases of three known labor organizers of the National Federation of Sugar Workers (NFSW), Edwin Bargamento in Hacienda Maja, Barangay Tortosa and Manuel Batolina of Barangay Purisima, both in Manapla town and Mario Fernandez in Silay City.

Also in the list of unsolved case was of Ernesto Bela-ong, a hacienda overseer at Hacienda Carmelo, Barangay Sto. Niño, EB Magalona.

Bela-ong was reportedly killed by about 12 bonnet-wearing suspects on June 27.

The killing of truck driver Ireneo Salmeso and his helper Jimmy Dililing who were found "salvaged" at Gargato highway in Hinigaran town on June 20 also remained unresolved until now.

Aside from all these killings, a big-time robbery case that victimized softdrink dealer Eva Manlunas at Carmela Valley Subdivision, Barangay Zone 12-A, Talisay City was also listed as an unresolved crime.

About eight unidentified men robbed Manlunas on June 24 while inside their house.

The suspects carted away P300,000 in cash, among other valuable items.

Day after, the wooden image of St. Nicholas de Tolentine in Talisay Church was also beheaded by unknown suspects.

The case is also being investigated.

Meanwhile, Calima cannot be reached for comment as of press time Monday night.
