Recall vs Bacolod mayor in full swing By Roberto L. Bacasong
FORMER Bacolod City mayor Luzviminda Valdez said Monday that the recall petition against Mayor Evelio Leonardia is now in "full swing".
Valdez said the Commission on Election (Comelec) in Bacolod was directed by its Central Office in Manila to conduct the authentication and verification of the signatures within the prescribed nine-day period.
But Comelec-Bacolod registrar Mavil Majarucon said they have yet to start the verification and authentication of the signatures.
Leonardia's counsel lawyer Allan Zamora said he did not receive any official letter from the Comelec yet.
He believed that the recall petition would not prosper due to the lack of substantial documents.
Valdez countered though saying they already complied with the Comelec requirements, which include the posting of public notice in at least five public places and the publication of the petition among others.
"So far so good," she said.
Majarucon explained that after the authentication and verification proceedings, they will submit the result to the Comelec Commission en banc in Manila for final approval.
Leonardia is confident of keeping his post though.
He said 44 of the 61 barangay captains here are now supporting his administration.
These barangay chairmen are allegedly against the recall process.
A recall election is an electoral process by which a mayor, like this case, can be ousted by a majority of his barangay captains.
These village chiefs who now sided with Leonardia include Felixberto Verba, Barangay 10; Albert Tagorda, Barangay 21; Rodolfo Raluto, Barangay 32; Norberto Subiate, Barangay 7; Granciano Fuentes Jr., Barangay 17; Rommel Diaz, Barangay 22; Augustin Danoy, Barangay 39; Ares Raul Dueñas, Barangay 11; Margarita Deslasota, Barangay 28; Aurora Santander, Barangay 8; Salvacion Sumbilla, Granada; Laura Blasi, Barangay 27; Mercedes France, Barangay 31; Gary Yanson, Barangay 9; Perigrino Aspan, Felisa, Eduardo Falona, Barangay Vista Alegre; Orlando Rallos, Barangay 26; Wencesalao Parlan, Barangay 19; Primo Panaguiton, Barangay 33; Freddie Vargas, Barangay 4; Jessie Chua, Barangay 6; El Cid Familliaran, Barangay 13; Sebastian Mendoza, Barangay 2; Marcelo Uberas, Barangay 12; Degie Tanista, Barangay Alangilan; Diosdado Valenzuela, Barangay Estefania; Ellery Cadeleña, Barangay 40; Sunny Silpoa, Barangay 34; Pepito Malapitan, Alijis; Rufino Claver, Barangay 38; Rufino Alcala, Punta Taytay; Ricardo Danoy, Handumanan; Sammy Gaitan, Barangay 1; and Pedriquito Batrilla, of Barangay 25.
The Valdez camp filed their petition for recall last July 13 at the Comelec office.
The petitioners were able to bring along only eight copies of the forms bearing the signatures of the petitioners, when 12 copies are required by her office.
Valdez was also joined by Councilors Catalino Alisbo and Arturo Parreño, former Bacolod City College administrator Dr. Norma Juarez, businessman George Zulueta, Imam Omar Betita of the Muslim Community, mediaman Ely de los Santos and some barangay captains.
