Calima wants provincial office on top of ranking in '06 By Jonathan P. Pilla
THE provincial police chief is aiming at making the Negros Occidental Provincial Police Office number one in the region next year.
Senior Supt. Charles Calima Jr., in a meeting with his chiefs of police Monday at the provincial police office, said his "Vision 1 in 6" program will boost the local police force in terms of operations and services.
The provincial police office ranked fourth in the overall rankings in the third quarter this year and rose to the second slot though in terms of operations, which is a big jump from its ranking as 9th for the second quarter.
Calima said part of the program's vision is to promote N.E.G.R.O.S., which stands for Neigborhood Watch, Enhanced Individual and Skills, Get Everyone Involved, Reduce Crime, On-line Policing and Sustain Internal Security Operation.
He said intensified operation will start early as January to help enhance the image of the provincial police force and to get positive feedback from the people.
He said, these plans will be presented on Dec. 15 to the Provincial Development Committee (PDC) for approval.
A conference with the PDC officers will be held in the Governor's Hall at the Provincial Capitol in Bacolod City.
"In order to defeat crime every citizen's participation is needed," Calima said.
He advised people to report if they are suspecting a criminal activity within their community or report any crime that is being committed to the nearest police office.
The report, he added, can be done through a phone call or by texting.
This way, the authorities can act or respond immediately, Calima also said.
For the provincial police chief, each individual in the community should cooperate with their barangay officials to thwart any criminal activity.
The NOPPO will also conduct lectures to its police officers every weekend to ensure effective security and crime-prevention measures.
Calima has also invited Non-Government Organizations (NGOs) and some other schools to get involve in their program.
Symposiums on drugs and other police and crime matters will be conducted in schools and other NGOs.
The NOPPO chief will also establish a Special Force that will be tasked in hunting down organized groups that bring havoc to a certain locality.
The computerization of criminal and other pertinent records will also be on top of the program.
Calima will also require his men to have spot reports and police blotters available anytime for reference just as he will be requiring barangay tanods to record their reports in logbooks.
To sustain police operations, Calima said he will require all Police Mobile Groups to conduct at least two major operations per day.
