Noppo probes Sagay PNP for escape of detainee By Ryan B. Lachica
THE Negros Occidental Provincial Police Office (NOPPO) is probing the Sagay City Police Office for the escape of a detainee last week.
Edgardo Celestial, 40, detained early November and with a pending case for murder, was able to escape the prison cell of the Sagay Police Station Friday night.
Senior Supt. Charles Calima Jr., Provincial Police director, has assigned the chief of the intelligence section of the NOPPO to investigate the incident.
Calima said that the escape was beyond their control. It was due to a structural defect of the prison cell facility that was not fixed.
He further added that the defect should have been detected earlier by the intelligence division of the Sagay Police.
"We'll see if there were lapses in the part of the intel," said Calima.
Furthermore, he adds that the custody of prisoners is the job of the Bureau of Jail Management and Penology (BJMP) and not of the police.
"I always remind them to commit the prisoners immediately to the BJMP so as to avoid incidents like this," said Calima.
The jailguard on duty, chief of police and the chief of the intelligence section will be thoroughly investigated. If lapses on their part is proven, they would have to share the responsibility for the said incident.
