Council holds meeting for property evaluation

THE Bacolod City Council would be holding another meeting on the evaluation and elimination of all 17 proposed possible sites for the new City hall.

Vice Mayor Renecito Novero said the members of the City Council are thoroughly evaluating all the lots being offered to the City.

The local officials have expressed their respective opinions during the public hearing Wednesday, which was attended by the landowners and representatives of several landowners who are offering to sell their properties to the City.

Councilor Al Victor Espino said he is personally leaning towards donations and properties owned by the City but not closing the possibility of purchasing a lot.

Meanwhile, Councilor Homer Bais, for his part, said they would conduct ocular inspections.

"All donations to the city should comply with the criteria set by the committee," said Councilor Greg Gasataya.

"We have to go through the process of evaluation and then elimination until we reach at the most appropriate site for our new government center," Novero said.

Novero added that they would decide on the matter as soon as possible.

"The advantage on donation is that the city will not spend for it. This way, the City will only look at the cost of development -- power, water, among others. The construction of the City Hall might cost more or less P300 million," he said.

Novero said the City Council would also discuss on the modes of acquiring the site and funding for the site.

"We hope we could expedite the process and consummation of the project," he said.

Proposed ordinance

Councilor Lyndon Caña submitted a draft of the proposed ordinance that would establish guidelines and procedures for the acquisition or establishment of a new City hall for the City of Bacolod.

"Through the years, the needs of the City Government have grown tremendously that there is a perception that the present site becomes inadequate for the said needs," Caña's ordinance read.

The proposed ordinance calls for a study, submission of the report for the study, and a look into the funding sources.

It also proposes that the committee tasked to look into the issue shall submit a report on what to do with the old City hall building should the City Government decide to put up a new building.
