Congestion, poor ventilation cause inmates illness By Roberto L. Bacasong
CONGESTION and poor ventilation at the Bacolod city jail in Barangay Taculing is already causing ailments among detainees and inmates.
With this, Jail Warden Samson Abaygar plans to talk with Mayor Evelio Leonardia and ask for the transfer of the inmates to the bigger facility in Barangay Handumanan, which, just like the city jail, is also manned by the Bureau of Jail Management and Penology (BJMP).
The city jail in Taculing is funded by the City Government while the city district jail at Handumanan is by the National Government. Both facilities though are managed by the BJMP.
Abaygar thought of raising his concerns to the mayor after inmate Romeo Legazpi was hospitalized last week. Inmate Richard Reyes was also brought to the hospital Monday.
Reyes, a native of Zamboanga City, could hardly walk because of a boil in his leg. He was detained at the city jail since April 6 for illegal recruitment.
Legazpi, on the other hand, is confined at the Corazon Locsin Montelibano Memorial Regional Hospital for what appears to be tuberculosis. He is detained for theft.
As the number of inmates is more than double the capacity of the city jail, Abaygar is making do by conducting continuous orientations on maintaining cleanliness and good hygiene practice to prevent diseases from spreading further.
Both the BJMP regional office and the City Health Office are giving a steady supply of the needed drugs. The BJMP supply is given every month while that of the City Health is given during a medical check-up.
