Solid Gold blamed anew for late delivery By Christine Mae Pelayo
ENGINEERS Loreto Dilag and Ephraem Hechanova of the City Engineers Office said that they should not be held administratively liable on the reported 5,700 missing bags of cement.
In a three-page joint affidavit submitted by Dilag and Hechanova to the City Legal Office, they stated that the 5,700 bags of cement are properly accounted for and that these have been physically delivered to the second warehouse at the CEO and received by the General Services Office.
They narrated that initially they needed 7,209 bags of cement for the construction of the Vendors Plaza and Jeepney Terminal at the Reclamation Area.
They added that Solid Gold Construction Supply, the winning bidder for the delivery of cement, failed to deliver the materials despite their demands.
Dilag explained that due to the exigency of the project, wherein all materials were already delivered except the cement, he directed Hechanova to borrow from the existing common cement stocks at the CEO, especially old stocks to avoid wastage and to be replenished upon the arrival of the cement intended for the construction of the Vendors Plaza.
Hechanova explained that he only requested for 5,700 bags of cement from the CEO warehouse.
They further explained that to replenish the borrowed bags of cement, another bidding was conducted and was awarded to C-One Trading Corporation.
In the affidavit, it states that the delivery of C-One was received and accepted by Dan Latorilla, a representative from the GSO.
Further, Dilag and Hechanova stated that it was the GSO that took full control of the 5,700 bags of cement and records show that the deliveries were properly inspected and verified by Faustino Villalobos, an inspector from the Management and Audit Service Office (Maso) and Dan Quezon, GSO supply inspector.
They added that Engr. Bernabe Sarabia, Executive Assistant II of former Mayor Luzviminda Valdez, informed them that the GSO will take full control of the custody and withdrawal of the 5,700 bags of cement.
However, Sarabia earlier claimed that all bags of cement were properly accounted for as he disclosed the lists of names of the people who requested for the said materials.
City Legal Officer Allan Zamora, upon receiving the joint-affidavit of Dilag and Hechanova, requested Latorilla, Quezon and Villalobos to submit their written explanations within 72 hours why they should not be held liable for taking custody and possession of the 5,700 bags of cement and for allowing Sarabia to approve the withdrawals of the said materials.
Zamora said there is a possibility that the persons involved in the said irregularities might meet technical malversation of property if found guilty. He stressed that the bags of cement cannot be stored in the GSO.
Zamora added that they will validate the information on the reported lists of names who received the bags of cement from the GSO.
