Carp mess to affect police visibility in NegOcc: Reyes

ILOILO CITY -- The never-ending "mess" in the implementation of the Comprehensive Agrarian Reform Program (CARP) will adversely affect the police operations in Negros Occidental.

So said outgoing Western Visayas Regional Police Director Doroteo Reyes II. Reyes, a chief superintendent, said because of the latest order from Malacañang for the PNP to set up detachments in contentious areas like Barangay Cambuktot in La Castellana and Hacienda Luisita in Sagay City.

He added that this move though may affect the police visibility operations in the province.

"How I wish that the Department of Agrarian Reform (DAR) would now have a swift and speedy implementation of Carp in the province. (The implementation) should be clear and conclusive without any violence," he also said.

Reyes stressed that given the present problem, the Police does not have any choice but to impose maximum efforts in securing peace and order in areas considered "critical" due to land dispute.

"Problems relative to Carp are not supposed to be problems of the PNP. These are civil matters, yet these problems have become part of the day-to-day Police affairs. These give us more jobs to," Reyes pointed out.

He added that DAR should implement Carp in accordance with proper procedures, making the distribution systematic instead of being problematic.

Retirement

As to his retirement, Reyes said he will retire by August 2, the day he turns 56, the mandatory age for members of the Philippine National Police.

Until now, Reyes is not sure yet on who will succeed him.

But according to reliable sources from Camp Crame, it's now a toss between Chief Superintendents Leopoldo Bataoil and Geary Barias, both former directors of the Negros Occidental Police Provincial Office (Noppo).

"What I am sure is that on August 2 there will be a turnover of command ceremony at Camp Martin Delgado here and that I am relinquishing my post to my successor,' Reyes told mediamen.
