Franco vows to rap trooper who mauled 'balut' vendor By Danny B. Dangcalan
NEGROS Occidental Provincial Police Director Rosendo Franco will recommend the filing of administrative charges against two officers of the 6th Regional Mobile Group (RMG) who allegedly mauled a balut vendor at their headquarters.
Franco reiterated his previous warning that his office does not and will not in any way tolerate abusive and erring police officers.
Ryan Amion, a 21-year-old balut vendor, earlier accused Police Officers Paul Eusoya and Richard Suarez of arresting him, consuming his balut and chicharon without paying for it and then forcing him to do physical exercises half-naked inside the RMG camp in Sagay City.
Amion, a resident of Sitio Gamao in Escalante City, also alleged these two officers mauled him, causing injuries on the different parts of his body, and reportedly showered him with pig food.
Last Wednesday, Sagay City PNP Chief William Señoron accused the duo of violating the Revised Penal Code articles 294 or robbery with violence against or intimidation of a person, article 266 or slight physical injuries and maltreatment, and article 269 or unlawful arrest before the Prosecutor's Office.
