WHERE is City Administrator Lorendo Dilag? Is he hiding from the media or was simply "gagged" so as not to issue any statement on the controversy hounding his resignation as chairman of the City's Bids and Awards Committee (BAC)?
His resignation, together with his vice chairman City Legal Officer Allan Zamora, came amidst talks of internal rift in BAC on the issue of the the proposed P400-million New Government Center.
But even if Dilag would like to play hide-and-seek with the media, he could not prolong his hiding until forever because he has still a lot of explaining to do to the people of Bacolod.
More so, that the controversial Hilmarc Construction of Nelson Canlas was the only company reportedly qualified for a final bidding on December 27.
Canlas was once alleged to have a meeting with Mayor Leonardia's brother in a hotel in Bacolod.
But the mayor became defensive then and appealed to the media to spare his brother from the issue.
Now that Hilmarc was the only qualified bidder in the final bidding of the controversial government center, can Dilag or Leonardia provide better explanation to the public?
Meanwhile, for former councilor Monju Guanzon, the unexpected resignations of Dilag as BAC vice chairman is a clear indication that the Leonardia administration is messy right now.
It also shows that Bing has no control over his people, added Guanzon.
Guanzon further said that a lot of issues had already rocked City Hall but only on this P400 million project that both Dilag and Zamora begged off.
If the mayor could not make a better explanation out of Dilag and Zamora's resignations, then he has no bearing in saying that he will rebuild Bacolod, Monju stressed.
