THE Civil Service Commission (CSC)-Central Office in Manila has again denied the motion for reconsideration of Bacolod City Mayor Evelio Leonardia on the case of Jerome Solinap, head of the City's General Services Office (GSO).
In a seven-page order dated April 11, CSC Chairwoman Karina Constantino-David stressed that the contentions raised by the movant (Leonardia) in his motion for reconsideration were merely reiterations of the issues he raised on appeal which the Commission have already sufficiently passed in CSC Resolution No. 070055 dated January 9, 2007.
Thus, the Commission has no other recourse but to deny the instant motion for reconsideration pursuant to the said provision, David added.
Leonardia cannot be reached for comment as of press time Monday night.
The mayor was reportedly busy in his campaign. Solinap is a former head of the City's GSO.
On July 28, 2004, Leonardia issued a memorandum reassigning Solinap to the City's Administrator's Office and tasked to do inventory of all the City Government's properties.
But on August 2, 2005, Solinap questioned his reassignment through a letter he sent to the mayor and likewise advised the latter to immediately report to the GSO pursuant to CSC Memorandum Circular No.2, series of 2005.
Two days after he complained, City Legal Officer Allan Zamora sent orders for Solinap to submit within three days upon receipt of the aforementioned, the inventory of all City Government properties to the Office of the City Mayor as required in Mayor Leonardia's memorandum dated July 28, 2004.
The following day, however, Solinap again wrote Leonardia and in his letter, he stressed to the mayor, "Considering that my reassignment took effect upon my receipt on August 2, 2004...it is indubitable that one year had already elapsed from the time I was reassigned. Perforce, I must be returned to perform my functions as GSO head."
Nevertheless, on August 19, 2005, Solinap submitted to the Mayor's Office an inventory report of all the properties owned by the City Government.
But six days after, Leonardia again wrote Solinap stating that based on the findings of Dr. Rogelio Balo, secretary of the Mayor, the inventory report he submitted was neither a product of a physical inventory conducted after July 28, 2004 nor a satisfaction of the validity and completeness of a general physical inventory of the City Government-owned properties.
Furthermore, Leonardia also told Solinap that his continued reassignment outside of the GSO can be justified by such findings of Balo thus he also told the latter to coordinate with Balo in the preparation and submission of inventory report of the city's properties.
