YESTERDAY, I heard something "unpleasant" in my ears. Hundreds of casuals employees at the Bacolod City Hall are reportedly planning to hold protest because since July, they haven't received any salary yet. And, according to reliable information at the City Hall, the amount allotted for casuals was paid to Hilmarc's Construction Corporation (HCC), contractor of the controversial new government center. Oh, is it true?
Well, according to my source at City Hall, it's true because the City is hoping that PNB (Philippine National Bank) will release the P400 million if not Friday next week.
But what complicates the present situation is the reluctance of PNB officials to release the loan of the city for NGC.
The reason was new case filed by Victor Eduardo against Mayor Leonardia, among others involved in the case including HCC and PNB officials. So what if PNB won't grant the loan because of the cases?
That's the question and probably the answer is soon.
