THE newest order of the Office of the Ombudsman in the Visayas on the new government center issue against Mayor Bing Leonardia and others came as “shocking” news to the Bacolod community.
Imagine that the order penned by Elpidio Montecillo, chief administrative officer of the Ombudsman, gave the go signal for an investigation to look into the criminal and administrative complaints against Mayor Leonardia and the Philippine National Bank (PNB) with regards to the P400 million loan to be used for the government center.
Such an order is considered to be an “initial victory” for Victor Eduardo, complainant against Mayor Leonardia on the new government center issue. Eduardo is confident of winning the finale of the case.
Leonardia, on the other hand, believes that Eduardo’s case against him, among others, is a sort of sabotage on the project which is about to be completed.
But Eduardo said that even if the project is completed soon, the mayor should have to pay for the “crime” he allegedly committed - the overpricing and rigged bidding.
It’s hard to determine now on who is who and which is which.
Meaning, we can’t say yet on who is telling the truth and who will win in this case later and which is true.
