RPA member shoots civilian

A SELF-proclaimed member of the breakaway Revolutionary Proletarian Army-Alex Bongcayao Brigade shot a civilian in Barangay Mansilingan, Bacolod Tuesday morning.

Police identified the suspect as Condrado Bisera, 46, also of Mansilingan.

He shot a certain Wilfredo Grailos who turned out later to be his relative.

Investigation revealed that while Bisera was on his way to Mansilingan via a delivery van carrying 20 pedicabs at around 6 a.m. Tuesday, the victim who was then riding a motorcycle suddenly attacked them with a bolo.

Acting in self defense, Bisera reportedly pulled out his .38 caliber revolver and shot Grailos.

Onlookers were present during the incident so Grailos was immediately rushed to the Corazon Locsin Montelibano Memorial Regional Hospital (CLMMRH). The victim survived.

Bisera, on the other hand, surrendered to Police Station 7 and admitted the crime.

He then claimed to be a member of the RPA-ABB.

Bacolod City Police Office Director Ronilo Quebrar said "no one is exempted from the law against shooting a fellow human being even if he is a member of the RPA-ABB or whatever organization."

The case happened at the height of election's gun ban.

Quebrar said appropriate charges like frustrated homicide and violation of the Comelec gun ban are now being prepared against Bisera. (GABS)
