P67M supplemental budget okayed

THE Provincial Board (PB) of Negros Occidental approved Wednesday the more than P67-million supplemental budget submitted by Governor Isidro Zayco for various programs, projects and expenses.

Stipulated under Supplemental Budget 4 and 7, the funding will be taken from the Internal Revenue Allotment (IRA) differential and retained earnings of the province as of December 31, 2007.

Approved under Supplemental Budget 4 was P1,649,250 while Supplemental Budget 7 has P66,474,238.66.

To be financed under Supplemental Budget 4 are the monetization of Capitol employees' leave credits - P1 million, water supply and CRs (comfort rooms) partial repair - P51,650, electricity expenses at L. Zayco Hospital in Kabankalan City - P520,000 and payment of prior years account such as for Pax Security from December 2006 to February 2007 - P77,600.

Programs, projects and expenses under Supplemental Budget 7 include the following:

* 20 percent Provincial Development Fund (PDF) - P7,547,927.95;
* 5 percent calamity fund - P4,015,00;
* Re-appropriation of programs and projects - P8,850,719.75;
* Various priority projects - P10,786,590.96;
* Capital outlay - P5.5 million;
* Grants and donations - P5.5;
* Donation for Sagay City Hospital - P5 million;
* Repair and maintenance of roads, highways and bridges - P1.5 million;
* Repair and maintenance of motor vehicle at the Governor's Office - P300,000;
* Gasoline for various offices - P5 million;
* Repair and maintenance of vehicle at Administrator's office - P100,000;
* Repair and maintenance of heavy equipment - P500,000;
* Repair and maintenance of vehicle at Accounting Office - P70,000;
* Consultancy - P80,000;
* Clean and green program - P20,000;
* General services for park improvement - P44,000;
* Livestock breeding and dairy farm - P60,000;
* Refund of lots (Pana-ad, Minoyan and Paglaum) - P400,000;
* Payment of loans to Land Bank of the Philippines - P8.4 million;
* Repair and maintenance of facilities at Capitol - P500,000;
* Improvement and repair of the Provincial Administration Center (Pac) and Provincial Environmental Management Office (Pemo) building - P1.3 million; and
* Additional monetization of leave credits of Capitol employees - P1 million.
