8 suppliers join bid for P50-M NGC fixtures

CITY facilitated a pre-bid conference Friday for the P50-million New Government Center (NGC) furniture and other fixtures.

Bacolod City’s Bids and Awards Committee (BAC) chairman Goldwyn Nifras presided over the conference with eight suppliers signifying interest to bid for the project.

The eight prospective suppliers include the Distinctive Blinds Office System Inc., Modufit Interiors, Comfac Corporation, Summit Furnishing Inc., Bacolod Susing, Unicom Office Designs and Four SG Enterprises.

Comfac Corp. and Summit Furnishing Inc. are two of the three bidders in last month’s first bidding. BAC declared it a failure after the bidders, including Zacto System, failed to pass the eligibility and technical evaluation conducted by the BAC’s Technical Working Group.

Nifras said as per the bid requirement, the winning supplier will have 30 days to deliver the needed furniture and fixtures of the NGC. But some of the prospective bidders claimed that they can’t afford to finish and deliver the furniture in 30 days time, asking BAC to extend the delivery deadline.

The BAC chair, however, stood pat on the initial deadline set. “We can’t afford to give in to said request (for deadline extension) because it’s unfair to other bidders who can do it.”

As per the invitation to bid posted in the city’s official website last August 1, an interested bidder must also have a minimum paid up capitalization of P12.5-million; should have completed at least three similar contracts and aggregate contract amounts should be equivalent to at least 50% of the Approved Budget of Contract (ABC) of the project to be bid; the company has been in existence for at least three consecutive years prior to the advertisement and/or posting of the Invitation to apply for Eligibility and to Bid (IAEB); and that the interested bidder must have a manufacturing facility.

Bidding proper is on October 7.

Aside from Nifras, the BAC is also composed of Budget officer Luzviminda Treyes as the vice chair and City Legal officer Allan Zamora as well as Engr. Nelson Sedillo as members.

Vice Mayor Thaddeus Sayson has earlier stressed of the need for transparency and fairness with regard to the bidding process.
