BACOLOD City Bids and Awards Committee (BAC) chairman Goldwyn Nifras said Thursday they would conduct a post-qualification assessment of Comfac Corporation.
Comfac Corporation is the only supplier that passed Tuesday's second bidding for the P50-million New Government (NGC) furniture and other fixtures.
Nifras said they would visit the main office of Comfac in Manila to confirm the existence of the company's manufacturing facility.
As per bidding requirements, a prospective bidder should have a manufacturing facility.
It should also be in operation for at least three years and have completed at least three similar contracts.
"We'll also check their legal documents like business permits, financial statements and SEC registration," among others.
He said BAC has 10 days to conduct a post-qualification and as soon as they finish it and is satisfied that Comfac has all the documents and passed all requirements, then BAC would recommend to Mayor Evelio Leonarda to award the contract.
Comfac has a bid of P49,170,000 to refurbish the NGC.
Leonardia, meanwhile, stressed the bidding was fair and transparent, adding it was the fault of the other two bidders - Unicom Office Design and Summit Furnishing Inc. - that they did not pass the bidding requirement.
He said the Commission on Audit and the representative of the Social Action Center were there to observe the proceedings and that it was open to the public.
Allegations surfaced that Comfac is an information technology trader and not a furniture manufacturer.
The mayor said if Comfac will fail the BAC's post-qualification assessment, then the city will call for a negotiate contract and all the prospective bidders, except Zacto, could join.
Meanwhile, Leonardia apologized to the public for the overcrowding of the downtown area surrounding the public plaza.
He said clogging always occur every MassKara Festival.
The first five days of this month, operators of kiosks around the plaza already earned substantially, he added.
