Thursday, October 23, 2008 'Unauthorized' rice release confirmed
ANOTHER two counts of administrative complaints will be slapped against the warehouseman of Negros Occidental allegedly for "insubordination" and "gross discourtesy of official function."
Provincial Environment and Management officer Edwin Abanil confirmed the "unauthorized" release of rice to some of the food-for-work beneficiaries in Negros Occidental.
Abanil confirmed in his statement to Provincial Legal officer Ernie Magaspag that his subordinate Romulo Sibulboro, in-charge of the rice bodega at the Pana-ad Village in Barangay Mansilingan, released sacks of rice without his (Abanil) signature.
Sibulboro, who served as supervisor of the warehouse, was already cleared from the malversation of government property charge for alleged "rice pilferage" involving 397 bags of rice earlier found missing.
Negros Occidental Governor Isidro Zayco urged Abanil to also conduct an investigation considering that Sibulboro is under his office.
Magaspag said a special investigating body created by the provincial administration is scheduled to submit its official report and recommendation anytime. "But in fairness to Sibulboro, we are also giving him due process of law."
Sibulboro had already been cleared for the missing bags of rice as these were already been accounted for, Magaspag said. "We have taken pictures of the actual physical stocks to prove that the missing ones have already been accounted for, freeing Sibulboro from the first complaint." (George de la Cruz)
