NEGROS Occidental Police Provincial Office (Noppo) will adopt stringent measures to ensure that all its personnel will adhere to various directives from higher headquarters when it comes to discipline, efficiency and effectiveness.
The move is in line with the Philippine National Police's (PNP) integrated transformation program (ITP). It is also in compliance to the Letter of Instructions (LOI) Cadet or the Career and Aptitude Development Training project of the PNP wherein policemen found to have erred or have been negligent in their duties and responsibilities are recommended to undergo one month of retraining reminiscent of the Taba (Tamad, Abusado, Bastos at Ayaw Padisiplina) cops program during the time of then PNP chief and now Senator Panfilo Lacson.
Kotong cops, policemen who are either considered "15-30" or have gone absent without leave (awol) and those who are lousy and ineffective are prime candidates for the PNP's Cadet program.
Noppo director Senior Superintendent Manuel Felix reminded all 31 chiefs of police, four Provincial Mobile Group (PMG) directors and the entire provincial command to "do and look good" based on PNP issuances and directives (e.g. tamang bihis, LOI Patnubay), as well as basic instructions from the PNP Manual on Ethical Doctrine during the command conference last Wednesday.
As per former Department of Interior and Local Government (DILG) Secretary Rafael Alunan III, "It is the moral duty of every member of the PNP to exemplify the highest standard of values before the public they have sworn to serve."
Felix emphasized that Noppo must have efficient, honest and committed personnel who should be worthy of public trust and respect in the quest for the highest standard of professionalism in the police service.
Or else, undesirable law enforcers will take refresher courses at the Regional Training School-6 in Bakyas, Mansilingan to make them effective and not a burden to the PNP, added Senior Inspector Rico Santotome Jr., Noppo public information officer.
The cities of Cadiz, Talisay and San Carlos, as well as the municipalities of EB Magalona, Manapla and Hinigaran are meantime the topnotchers in the performance evaluation rating (PER) of Noppo in first three quarters of this year.
After topping the 2007 PER of Noppo, EB Magalona Police Station under the command of Chief Inspector Samuel Mina Jr. (PNPA '97) swept the first three quarters PER and is expected to be adjudged as the Municipal Police Station of the Year at the PNP anniversary February next year.
Cadiz City Police Station remained on top of Noppo's PER with 2540.64 points in the city police station category, followed by Talisay PNP (2529.47) and San Carlos City PNP (2527.53). Cadiz City PNP has Chief Inspector Jefferson Descallar (PNPA '96) as its chief of police, while Superintendent Thomas Martir (PNPA '95) and Superintendent Harold Tuzon (PNPA '90) are the COPs (chiefs of police) of Talisay and San Carlos, respectively.
EB Magalona PNP (2399.00) leads Manapla Police Station (2354.16) and Hinigaran Police Station (2334.41) in the municipal police station category. Senior Inspector Jose Laboyo heads the Manapla PNP, while SI Sonny Boy Bernus is the COP of Hinigaran PNP.
In the police community relations category, San Carlos and EB Magalona are way ahead of other stations, while Cadiz topped the intelligence and investigation department. In operations, Talisay and Manapla ranked number one, San Carlos and EB Magalona in personnel matters, and Silay and Toboso topped the HRDD (human resource) category.
In terms of logistics, Kabankalan and Escalante tied in the city category, while Binalbagan is on top of the municipal category. Manapla and Pulupandan emerged number one in the intelligence and investigation PER, respectively.
Other police stations in the top five are Escalante and Silay in the city police station category, and Pontevedra and Binalbagan in the municipal police station category.
For the record, Cadiz and San Carlos were the topnotchers in 2007 and 2006, respectively, for the Best City Police Station of the Year in Negros Occidental, while EB Magalona and Valladolid emerged on top in the same period for Best Municipal Police Station of the Year award as per data obtained from Noppo Operations Branch under Superintendent Armando Tubongbanua.
