Dad moves to ban rugby sale to minors
COUNCILOR Leandro Yangot Jr has proposed an ordinance banning the sale of rugby and other forms of solvents to minors in the city.
In the proposed measure scheduled for first reading during the regular session of the City Council, Yangot explained that "the increase in illegal drugs abuse cases has significantly contributed to the proliferation of crimes.
The increase in the rate of youth offenders are mostly caused by the influence of these illegal drugs, including the intake of rugby and other forms of solvents which are openly being sold in hardwares, general merchandizes and other stores."
As such, the alderman stressed that it should be the policy of the city government "to officially ban the sale of rugby and other forms of solvents to all minors" and that business establishments should be prohibited from doing so.
Yangot also noted that the "Constitution mandates that the government shall promote the quality of life of the people."
"Towards this end, Section 16 of the Local Government Code of 1991 provides that local government units (should) pursue undertakings to improve public morals and to maintain peace and order, among other quality significant concerns," he added.
Penalties shall also be imposed to those establishments found violating the ordinance once the Council approves it.
First offense is P5,000 while another P5,000 and the establishment's closure will be imposed for the second and succeeding offenses.
