BAGUIO Rep. Mauricio Domogan has ensured the release of around P159.8 million from the 2002 General Appropriations and Priority Development Assistance Fund and solicited P19.6 million from various sources.

He also authored 14 house bills, majority of which concerns education; co-authored 30 House bills; and actively participated in the approval of 19 house resolutions last year.

The City's representative to the Congress revealed this during the State of the City Address at the People's park on Monday.

Domogan said that he has always put the concerns of the Baguio people above and ahead of anything, thus his thrust in improving and strengthening basic and secondary education through the funding of construction and completion of public elementary and secondary schools, and provision fo adequate science and vocation-technical education facilities through bills filed in Congress.

The bills sponsored by the congressman centered on the separation of various secondary schools from their mother units and conversion to national high schools and appropriating funds for such purpose. Bills establishing and appropriating funds for the Philippine Science High School-CAR to be based in the city; and the Baguio City Science High School were also filed.

Projects such as information technology in terms of computers for public elementary schools were also funded P12 million in installments of P4.5M and P7.5M. A scholarship program through the National Commission on Indigenous People (NCIP) was also funded with P2M.

Regular projects worth P56 million were also implemented by the Department of Public Works and Highways at Chanum St., Kabayanihan and Upper Magsaysay, Kennon Quirino, Maligcong, Dominican, Burnham Lake road and pedestrain bridge at Irisan; and P2.2 million for flood control along Athletic Bowl, Burnham Park. Said projects were earlier mentioned by the solon in his mid-year report last July.

Various projects such as roads and bridges, flood control, water supply, completion or construction of multi-purpose buildings, El Niņo mitigation in varying amounts were also implemented in various barangays.

Not to be neglected though, is the agricultural sector as farm-to-market roads through the DA and irrigation projects through the NIA were funded with at least P7.5 million and P4 million, respectively. Squatters were also allocated 2 million pesos for the fencing of the Busol watershed to protect the city's main water source from encroachment.

Other projects for the DOTC through the Baguio airport and Cooperatives Development Authority were funded with P2.5 million and P0.5 million, respectively. The Department of Tourism was also funded P1 million, with a P0.5 million share from Rep. Claude Bautista of the second district of Davao del Sur. Three million pesos for the city's housing concerns was allotted through the National Housing Authority.

Domogan also acknowledged the assistance from Sen. Juan Flavier in terms of teachers' scholarship fund (P5M); flood control and drainage system and ground development (P1M); information technology programs (P4.1M), all at the Baguio City National High School where the senator is an alumnus. The senator also gave P9 million for the Burnham to Magsaysay Avenue drainage project, for a total of P19 million fund assistance.

Senators Renato Cayetano and Ramon Magsaysay Jr were also acknowledged for their sponsoring two scholar-students; and 500, 000 pesos for the construction of a multi-purpose hall at Barangay Kias, respectively.

Domogan also envisions the funding of various projects in the amount of P60 million and 124 million pesos, the later amount representing 40 percent share from taxes collected at the Loakan Economic Zone from years 1995-2002.

Financial assistance in the amount of 1 million pesos was also given for the City's various impact projects as prioritized by the City Council.
