No amicable settlement in Buguias rape-slay
By Harley Palangchao

THE family of Marilou Toyaoan, the newly crowned Miss Buguias who was raped and killed last week, has vowed they would not resort to an amicable settlement even if the rape suspect is the victim's distant in-law.

Reliable sources reported that the suspect, who, police identified as Donato Dimaisip, 27, of Laoag City, Ilocos Norte, is married to the victim's first cousin and lives near their house.

Dimaisip was locked up at the Benguet Provincial Jail last Thursday after he confessed perpetrating the heinous crime.

Menchita Toyaoan, Marilou's mother, said that some concerned residents approached her and offered to help in the filing of criminal charges against the rape suspect, crossing out the possibility of an amicable settlement, reliable sources said.

Criminal charges for murder with rape, which is considered a heinous crime that carries the penalty of death, is being prepared against Dimaisip, sources added.

Buguias Mayor Apolinario Camsol, for his part, assured that his office is ready to assist the victim's family in filing the charges and until the case has been decided.

"The heinous crime was done, (not only) against the Toyaoan family (but) against the whole community," Camsol was quoted as saying.

Meanwhile, the victim's mother claimed that before her daughter went missing on April 13, both of them even decided to go to Baguio to hunt for an apartment where the victim would stay while studying in college.

It was learned that the victim's mother was already in the city when she was informed of her daughter's fate.

Toyaoan, a fresh high school graduate, left their house at around 8 o'clock in the morning of April 13 supposedly to attend a friend's birthday party.

Her remains, which bore multiple injuries, was found in a creek in Sitio Lab-an, Loo, Buguias, around 1:30 p.m. Tuesday.

She was buried on Saturday, April 19, in Loo, Buguias.
