Balanag: Barp at 4: A force to reckon with By Prof. Federico Balanag
BY JULY 24 of this year, the Barp Foundation will mark its fourth year in existence. Within this span of time, the organization with 17 original pioneers, has now become a potential force to reckon with as its membership continue to grow in numbers through out Baguio City and the 13 municipalities of Benguet province.
While it has established several social development programs, which the members are now enjoying, still there are more things and challenges that confront the foundation and its subsidiaries. It is along this line of thought that so much is wanting as it expands its development programs and services to the members and community.
At present, there are now on-going programs like the mutual aid program which started in 2000; the multi-purpose cooperative that provides emergency, provident and productive loans to its bonafide members, starting October 2000; the human resource development and training program organized in 2001, the environmental program "life is green" and cooperative drugstore both established on July 24, 2002.
Even more, the foundation's social connection and medical care program has also been organized beginning 2003 to enhance health care of the membership. In fact, several medical and dental practitioners were accredited with the foundation with the purpose of providing better health care attention to the ever-growing membership.
This was made possible through the continuous and dedicated efforts of the medical and dental committee under the chairmanship of Dr. Lea Fernandez, M.D. and vice chairman Dr. Nestor Escosa, DND, together with Dr. Nicolas Bello, M.D., Dr. Andres Bugnosen, M.D. and Tolentino Opiniano as members, respectively.
In fact, medical consultation and check-up are continuously lined-up and scheduled by the committee. For members needing such services should see the above-named doctors. The following medical doctors could be reached in their respective designated address as follows:

For those in the different municipalities of Benguet, visit your respective municipal health officers.
Comes July of this year is the scheduled election of eight new board of trustees considering that their two-year term will be expiring. In this regard, bonafide members of good standing are invited to file their Certificate of Candidacy to the Election Committee on or before June 20, 2003 at the BARP office.
Article IX Section 1 of our by-laws provides the essential qualifications for any member deserving to become a candidate for the Board of Trustees: Must be a member of good standing and possesses good moral, must have adequate competency and understanding of the organization, must be able to render quality time and service to the foundation, must not have been convicted of any crime involving moral turpitude; must manifest faithful adherence to, and unconditional support to the vision, mission and goals of the foundation, and must be a member of the foundation for not less than a year.

This is also a wake-up call for all BARP municipal and barangay coordinators to disseminate the above information to make the members fully aware of their duties and rights of participation in electing well-meaning and responsible member to the board of the foundation. The strength and success for such undertaking rest upon each and every members. Stand up and be counted.
