DENR chairs Consumernet for 2003
THE Department of Environment and Natural Resources (DENR) shall chair this year's Consumernet activities in the country.
Environment Secretary Elisea Gozun accepted the chairmanship from the National Power Corporation (NPC).
Consumernet is a network of government agencies that enforce consumer protection and disseminate information as well as provide solutions to consumer complaints.
Likewise, Consumernet is the concerted effort of the government agencies to continually better the delivery of products, programs/projects and services to their intended consumers or clienteles.
The constitution provides that "The state shall protect consumers from trade malpractices and from substandard and hazardous products."
Accordingly, RA 7394 or the Consumer Act of the Philippines states that it is "the policy of the state to protect the interest of the consumer, promote his general welfare and establish standards of conduct for business and industry."
Members of the Consumernet include the departments of Trade, Agriculture, Education, Health, Interior and Local Government, Transportation and Communications, the bureaus of Fisheries and Aquatic Resources, Plant Industry, Internal Revenue, SEC, HLURB, NFA, PIA, LTO, NTC, PNP, POEA, PPC and SSS.
Each member has a permanent and an alternate representative that forms a technical working group that formulates guidelines, systems and procedures on consumer protection.
Also, through the designated point-persons of member agencies, they are tasked to take cognizance of and resolve complaints or queries directly lodged by consumers/clients or endorse by other member agencies for resolution.
Provided that where the receiving agency has no jurisdiction over the case, it shall inform the complainant and endorse the case to the proper agency for appropriate action.
