DENR field offices authorized to approve land applications

LA TRINIDAD -- Regional and provincial offices of the Department of Environment and Natural Resources (DENR) have been given authority to approve land patent applications in the region.

Provincial Environment and Natural Resources (Penro) Officer Roberto Pagano said during a Kapihan sa Benguet forum that Environment Secretary Elisea Gozun already issued an Administrative Order (DAO) 2003-15, giving regional and provincial offices the authority to sign and approve land patents pursuant to DAO 98-24 on the manual of approvals.

The order, which aims to promote efficiency in the disposition of public lands, however, limits the authority to homestead and free patents up to five hectares for Penro and more than five to 10 hectares for the Regional Executive Director and insular government property sales application/government sales application up to three hectares for the RED.

Under DAO 2003-20, an amendment to DAO 2003-15 was issued on the sales application approval of appraisal of land up to 1,000 square meters for RED and more than 1,000 square meters to five hectares for the DENR secretary.

The order also stated that the RED of the National Capital Region shall approve and sign Miscellaneous Sales Patents over public lands and Deed of Sale of Patrimonial Properties covered by presidential proclamations and in isolated areas within Metro Manila.

The order also stipulates that all patents and other public land applications with an area exceeding the limit of authority of the regional and field offices shall be approved and signed by the secretary.
