IIWMP bares accomplishments

THE Itogon Integrated Watershed Development Project has registered a total accomplishment rate of more than 20 percent as of June this year.

The IIWMP is a seven-year special project operationalized through Department of Environment and Natural Resources (DENR) Memorandum 14-2001 in response to the issues and concerns related to the construction of the San Roque Multi-purpose Power project.

The IIWMP aims to enhance and promote the ecological sustainability of the watershed in order to alleviate the socio-economic and cultural concerns of the community.

The project, which has four components, has a total cost of P745.34-million, inclusive of about P99.3-million administrative and operational cost.

These components and their respective budget allocation include soil and water conservation, P385.5-million; forest protection and environment management, P179.3-million; community development, P59.9-million and the establishment of a clonal nursery worth P20.8-million.

IWMP Project Manager Manolo Sumabat said during a Kapihan sa Benguet forum that after two years of implementation, the project has now a total performance rate of 22.2 percent while total expenditure to date for the completion of the various components of the project amounts to P149.269-million inclusive of administrative cost of P26.469-million.

Records from the IWMP indicated that in terms of individual completion rate performance per component, the community development aspect registered the highest rating of 34.9 percent.

This component includes the implementation of various livelihood projects for the residents, survey and processing of land tenurial instrument, and research and development, among others, costing P31.4-million.

The project's forest protection and environment management component, meanwhile, registered a 30.9 percent accomplishment rate at P3.4-million for the implementation of fire prevention, law enforcement, pest and disease; bio-diversity conservation, and waste management related projects among others.

The soil and water conservation component registered 19.3 percent rate of accomplishment with P80.36-million total budget spent. Projects undertaken included reforestation, agro-forestry, vegetative measure, streambank plantation and the establishment of various structures directly being implemented by the residents.

Meanwhile, IIWMP said various livelihood projects in the nine barangays of Itogon are already nearing completion.

The livelihood component has a budget of P20.363-million targeting some 1,922 beneficiaries in the barangays of Ampucao, Dalupirip, Gumatdang, Loacan, Poblacion, Tinongdan, Tuding, Ucab, and Virac. Of the total amount considered as seed money for the recipients, P16,911-million was already disbursed.

Leonor Garcia who handles the livelihood component of the IIWMP said the seed money is coursed through the town's mother organization called the Barangay Enterprise Association.

She said the funds would be used by the recipients to generate income for sustainability even after these projects are completed.

In Ampucao, the projects implemented worth P1.839-million include livestock production, agro-forestry, vegetable farming, and greenhouse for cutflower and vegetables.

Projects in Dalupirip with a total budget of P1.8-million are livestock production, tiger grass production, fish production, fruit processing, loom weaving, greenhouse for cutflower and vegetable.

Among the identified projects in Gumatdang worth P1.81-million were livestock production, assistance to small-scale mining, cutflower production, vegetable farming, and greenhouse for cutflower and vegetables.

Barangay Loacan is recipient of livestock production, apiculture, poultry production, fruit processing, mushroom production, vegetable farming and greenhouse for cutflower and vegetable amounting to P2.260-million while Poblacion, which was allocated P3.218-million, is into livestock production, agroforestry, apiculture, tiger grass production, fish production, handicraft making, loom weaving, hollow blocks making, greenhouse for cutflower and vegetable and propagation of bamboo propagules.

Projects in Tinongdan with a total cost of P2.008-million are livestock production, fruit processing, herbal soap making, and propagation of bamboo propagules.

Among the projects implemented in Tuding are tiger grass production, hograising, cutfower, vegetable farming, and greenhouse for cutflower and vegetable worth P1.471-million.

Projects for target-beneficiaries in Ucab include tiger grass production, assistance to small-scale mining and greenhouse for cutflower and vegetable with a total cost of P2.181-million.

In Virac, the P3.771-million worth of projects implemented include livestock production, tiger grass production, assistance to small-scale mining, apiculture, fruit processing, hollow blocks making, and greenhouse for cutflower and vegetable.
