City police personnel office rates best region-wide
By Ernie N. Olson Jr.

THE Baguio City Police Office Human Resource and Doctrine Development (HRDD) Section was recently adjudged as the best HRDD section in the region for the 2nd consecutive quarter this year.

Garnering a performance evaluation rating of 94.6 percent, the BCPO-HRDDS bested six other offices of its kind under the Police Regional Office in the Cordilleras, as certified by Senior Insp. Damian Olsim and noted by Supt. Wilfredo Franco, chief of the Regional Police HRD Division.

Coming in second after the BCPO-HRDDS was that of the Abra Provincial Police Office with 92.2 percent, Benguet PPO - 89.6 percent, Kalinga PPO - 84.3 percent, Mt. Province PPO - 83.5 percent, Apayao PPO - 78.3 percent and the Ifugao PPO in seventh place with 75.05 percent.

For the first quarter of the year, the BCPO-HRDDS also topped the performance evaluation rating with the Kalinga and Mt. Province PPOs tied at second place, Abra and Benguet PPOs for third place and Apayao and Ifugao PPOs in fourth place.

Supt. Francisco Manalo Jr., BCPO director, commended the HRDDS officers and other personnel for "the collective exemplary performance of duty, concerted and individual efforts, knowledge and skills in the field of human resource and doctrine development, and proper coordination with the different field and other support units, which led to the timely preparation of reports and other requirements to the PRO-Cordillera and which placed the BCPO as number one regionwide for the second quarter of 2003."

"I trust that this recognition of your devotion to duty will serve as further encouragement for greater accomplishments (and) I urge you to carry on the good work for others to emulate," Manalo added.

With Insp. Ferdinand Charaychay at the helm of the BCPO-HRRDS, police assigned to the section include SPO2 Josepilando Mariano, PO2 Bernard Briones, PO2 Mathias Choycawen, PO1 Ofelia Dait and non-uniformed personnel Regina Bandao and Beverly Manzano.
