It is a joint project of the DILG and the Foundation for Crime Prevention, in partnership with the City Government, Philippine Long Distance Telephone Co., Digitel, Bureau of Fire Protection, PNP, other government agencies and private groups.

The program proper will be held at the FVR Youth Center to be attended by various sectors such as the students, local government officials, NGOs, and national line agencies. During the program, Lina will test call Hotline 117.
The formal launching of Hotline 117 will signal the start of Call 117 operations in the city, nearby Tuba and La Trinidad, Benguet.
The public may report crime and disaster incidents, medical emergencies and even cases of domestic violence and all other similar emergencies by dialing 117.
Mobile phone calls to 117 will be received by Patrol 117 based in Metro Manila and will be directed to 117 teams in the city.
Hotline 117 was already established in several highly urbanized component cities nationwide including Manila, Davao, Cebu, San Fernando in La Union, General Santos and Cagayan de Oro.
It is the reactive component of the People's Action Team Responding On Line 117. The proactive component includes institution building and organization on peace councils.
