390 city workers up for CSC endorsement By Rimaliza Opiña
THE appointment papers of the 390 City Hall employees affected by the reorganization are set for endorsement to the Civil Service Commission.
City Human Resource Officer Jose Dacawi said to effect the reorganization it is the CSC that would review the appointment papers as well as the qualifications of the affected employees.
But Dacawi, who has consistently questioned the timeliness of the reorganization implementation, maintained that before the approval of the budget for this year, the City Development Council should have been consulted first.
He explained that a reorganization does not only entail the transfer of people from one office to another, but also includes planning, leading, organizing and direction of functions which, he stressed, can only be achieved through an unprejudiced and sincere implementation of the local development council.
Dacawi said the development council, which is composed of the 128 barangays, representatives from the mayor's and the congressman's offices, as well as some members of non-government organizations, should initiate the development thrusts of the city.
The city council, on the other hand, would be the one to approve the development thrust in consonance with the mission and vision of the city.
"The public should be involved in the development thrust of the city," Dacawi stressed. Unfortunately, he said, the city development council has yet to reconvene.
Meanwhile, the Confederation for Unity, Recognition and Advancement of Government Employees denounced reorganizations that are taking place in the government.
Courage coordinator for Northern Luzon Jeannete Ribaya said reorganizations have been planned by several administrations allegedly to accommodate and give concession to supporters of elected officials.
She added that one of the reasons why reorganizations are imposed is to decrease a "bloated bureaucracy." However she said "the powers that be are merely using reorganization to give them the leeway to control the bureaucracy and for them to follow their caprices."
This she said is evident from the Marcos administration up to the present. Ribaya said "austerity" is the term used today to justify reorganizations. But she stressed reorganizations are deceptive as the merit and promotion system is violated. "There is power play in reorganization."
With the government's early retirement program, Ribaya stressed there is a violation of an employee's security of tenure. "Those in favor of the reorganization will just sit and watch, but who benefits and who sacrifices?"
